About this Create Fillable PDF

Create a fillable PDF form from scratch (or add fields to an uploaded PDF) with our create fillable pdf tool. Define text, checkbox, dropdown and radio fields with one comma-separated record per line: type, name, page,x,y,width, height. Coordinates and dimensions use PDF points from the bottom-left; page numbering starts at 1. For dropdown or radio fields, append a comma and pipe-separated options. Use distinct names for different fields and leave room below a radio group for its stacked options.

The output is a PDF form (AcroForm). Blank mode creates A4 pages sized 595 by 842 PDF points, up to the highest page number in the definitions. With an uploaded PDF, choose page numbers that exist in that document. Download the result and check field positions and behavior in the PDF viewer your recipients will use.

Your privacy is the default. Your selected files are processed in your browser and are not uploaded to our server; field creation happens client-side using pdf-lib. Closing the tab clears the working session from this page; downloaded files remain on your device.

When to choose Create Fillable Pdf

This tool is for people preparing a PDF that others will complete — turning a static form layout into a document ready for data entry.

Worked example: You have a printed-style application laid out in a PDF and want recipients to type into it rather than print and handwrite. Prepare it for on-screen completion before you distribute.

Where the form-filler tools enter data, Create Fillable PDF is about getting a document ready for that step, so use it earlier in the workflow.

  • Lay out clear labels and enough space for answers before preparing the form.
  • Test the prepared file by completing it yourself before sending it out.

Who is this tool for?

It suits anyone distributing a form they want others to complete on a computer rather than by hand.

What should I prepare first?

For an existing PDF, finalise its layout and record the page numbers and field positions in PDF points from the bottom-left. For a blank form, plan within the 595 by 842 point A4 page and choose whether to draw visible labels.

Frequently asked questions

Is Create Fillable PDF safe to use?

Yes. Everything happens in your browser. Your selected files are processed in your browser and are not uploaded to our server. Closing the tab clears the working session from this page; downloaded outputs remain on your device until you delete them.

Do I need to register or sign in?

No. No account, no email, no sign-up. Open the page and start using the tool immediately. Free to use, no signup needed.

Is there a watermark on the output?

No. PDF Tools Base never adds a watermark or branding to your output. Your final file is clean — just what you produced from the original.

Is there a file size limit?

Phones may struggle with files over 50–100MB; desktops may handle larger PDFs but can still fail on very large or complex form files. Large files may be slow or fail depending on browser memory, page count, form-field count, and PDF complexity.

Does this work on mobile devices?

Yes. The tool works on all modern mobile browsers: Chrome on Android, Safari on iOS, Firefox, Edge, Brave. The drag-and-drop also accepts files from your phone’s file manager.

What field types are supported?

Text, checkbox, dropdown and radio fields are supported. Enter one definition per line as type, name, page,x,y,width, height, without a header row. Page numbers start at 1; x, y, width and height use PDF points from the bottom-left. For dropdown and radio fields, append options such as Yes|No after height.
